Cape Town - A fire has broken out at a block of flats next to the Department of Home Affairs office in Bellville, Cape Town.

City of Cape Town Fire and Rescue Services spokesperson Theo Layne told News24 that emergency personnel are on the scene.
"The building adjacent to home affairs has been evacuated as a precautionary measure. It is a residential block," he said.
Emergency services officials said people were trapped and being rescued off the roof with ladders.
