In terms of Rica, South Africans who buy SIM cards must provide proof of their place of residence and identity. But many points of sale, whether general merchants, kiosks or spaza shops, do not pay attention to the guidelines and issue SIM cards without the buyer providing the necessary supporting documents.

“More than 150 million SIM cards are distributed in South Africa every year, of which a large number do not meet the requirements of Rica (Regulation of Interception of Communications and Provision of Communication-Related Information Act),” a service provider in the telecommunications industry told City Press last week.
