KwaZulu-Natal MEC for Transport Sipho Hlomuka announced on Sunday that the department was ready for the launch of the licence numbering system that would start on 1 December.

The new system was announced by KwaZulu-Natal’s provincial executive committee in October, and the province will change its vehicle registration. Earlier this year, Hlomuka pushed for the adoption of the "ZN" number plate system.

According to Hlomuka, after testing the electronic National Traffic Information System (eNatis) system, the department verified that the new numbering system, supported by the Road Traffic Management Corporation, could now be activated via that system.

He said: 

As part of the process, the final gazette is expected to be published this week, on 30 November, which has incorporated inputs and views from various stakeholders and the public since the issuing of the first gazette early in November. The operationalisation and commencement of the new numbering system also follow a number of consultations with various stakeholders, including RTMC [Road Traffic Management Corporation], SABS [SA Bureau of Standards] and manufacturers of blank number plates.

The first phase of the new number plate programme, according to Hlomuka, will handle government vehicles, recovered stolen vehicles that are relicensed to the owner and newly registered motor vehicles. The first phase will be from 1 December to 28 February next year.

He added that the second phase would begin immediately thereafter to allow all vehicle owners to switch from the current system to the new sone, and during the 24-month implementation period, motorists would have 21 months, beginning on 1 March next year, to switch to the new system voluntarily before it becomes mandatory.

Hlomuka said:

The new number plate will not depict the towns and demarcation but will instead have a continuous numbering system. The security features will also assist in the fight against crime.

According to the MEC, the changes to the new licence numbering system were being made because some towns had run out of numbers.
