A signed memorandum of understanding (MOU) between the department of social development and the US African Development Foundation (USADF), committing South Africa to a five-year funding of small to medium-sized business deal has raised questions about how Social Development Minister Lindiwe Zulu and acting director-general Linton Mchunu got involved, when they are no longer working for the department of small business development.
