Zim fin min wants to hike roadblock fines

Harare - Bad news for drivers in Zimbabwe: the finance minister wants to increase the fines at roadblocks.

Under Patrick Chinamasa's proposals, the maximum fine payable on the spot per offence will now be $30 up from $20. That's according to a proposed new schedule of fines published in the 2017 budget, a copy of which has been seen by News24.

The minister says the "carnage" on Zimbabwe's roads is mostly as a result of human error and "this is exacerbated by non-deterrent fines."

Chinamasa wants the hiked fines to be implemented from January 1.

Roadblock fines in Zimbabwe are a contentious issue, seen by many as a way for the cash-strapped authorities to raise money.

Often police fine for nebulous offences like having spot lights "too high" (even if they are as the manufacturer placed them) or for having a fire extinguisher that has not been recently serviced (even though regulations state merely that the extinguisher must be "serviceable").
