Corruption in Southern Cape

Acting Director of Corporate Services for Oudtshoorn, advocate Francois Human, came clean and exposed various incidents of corruption, bribery, intimidation, political plots and schemes by rogue ANC members that makes the Mafia look like amateurs.

In an email addressed to various political leaders, SARS, the SIU (Special Investigation Unit) and SAPS, he exposed incidents, most of it backed by forensic reports (which he conducted in secret at risk to himself), correspondence, recordings and a few pictures. These are brief summaries , translated from Afrikaans, of just 6 of the issues the long reports contained:

Bribing of ANC Regional Committee Members:


Acting Municipal Manager Ronnie Lottering is bribing 3 out of the 5 ANC Regional Executive Committee members for the Southern Cape; Putco Mapatiza, Major Sakopa and Phillip Goliath. The most recent transactions were R35 000.00 to Goliath (last weekend) and R6000 to Mapatiza. Mapitiza also secured R100 000.00 from Lottering for his re-election campaign as secretary of the ANC Region. Sakopa receives lucrative contracts for TAX advice and VAT “savings” in the name of a company that belongs to him and his wife. In return, they keep Lottering in office.

Lottering  is also the regional representative for the NPP (National People’s Party) and thus the boss of Oudtshoorn Speaker, Johannes Stoffels.

Noteworthy is the fact that Lottering has been illegally holding onto the position of Municipal Manager since September 2013. This has devastating consequences since all his actions are thus null and void and will negatively affect even the bona fide and innocent service providers and professionals appointed and paid during this period.

The above examples are unfortunately only the tip of the iceberg. In the beginning, they hid these transactions from me, Francois Human, but lately did so openly, speaking about it freely in my presence.

Kruger Rands theft:

Officials have, in the past, received Kruger Rands or the money value for long-service bonus – I (Human) stopped this. The Kruger Rands are missing and I simply do not have the time to follow it up. During the time I was booked off, officials in the HR department attempted, again, to pay out money values.

Medical Fund Tax:

The municipality illegally paid R1.5M over to SARS regarding tax of medical funds – illegal because the officials was liable to pay the tax themselves. Roland Butler (the previous CEO of Finance) was investigating this when they fired him after laying false charges against him.

Mubesco:

Mubesco is a consultancy company appointed by the municipality. They received R14M for services which I couldn’t find trace off. Afterwards, an advocate was appointed to draft an investigative report. The report was thereafter used as leverage to blackmail and set off certain other corrupt transactions that benefited Ronnie Lottering.

Land deals:

Various land transactions involving Mayor Gordon April, in the name of his daughter in partnership with current services providers (who were the funders), officials (who allowed the deals without following due process and competitive bidding) and a prominent Oudtshoorn businessperson.

Blossoms Water Project:

There is something seriously wrong with this project. A tender for over R50 million was submitted to me for approval but there were no funds available. A year later, the same thing happened. In both cases, advertisements went out during the December holidays and only in Afrikaans newspapers in the Western Cape. The tender, however, came from Gauteng.

Francois Human mentions various other incidents of R28 000 braais, orgies, booze and sex parties in Cape Town and Sandton involving high class prostitutes, flown in from all over the country by an advocate to the entertainment and enjoyment of all. Afterwards, the municipality is invoiced for “legal services”. This means that the tax payer ended up paying for these lavish indulgences.

The reason for Human’s sudden decision to spill the beans is not fully understood. In one of his emails, addressed to high ranking ANC functionaries, he attached the following portrayal of himself, clearly in an attempt to prove struggle credentials:

“I grew up in Somerset West and after school worked for the Department of Justice (the Department of “Injustice” as I used to call it in those years). I joined the relief staff component of this department and was send to Kuruman to relief a Senior Magistrate. During this time, I experienced the APARTHEID LAWS of South Africa and I refused, as a very young Relief Magistrate, to apply the prescribed fines for pass-laws in court. I then resigned from this department and totally withdrew from society.

I started to work at Somchem (Pty) Ltd. in Somerset West, a missile factory. After I got married, I realized that I was contributing to the success of government warfare in South Africa and Africa – I resigned.

I got actively involved in the townships, mostly in the Western Cape, and learned a lot about the reality of life and the poverty and suffering in South Africa. I worked day and night to create proper housing and economic growth in townships and was very successful in N’Duli near Ceres. This was the most wonderful time in my life; my wife supported me all the way and also established the first public library in N’Duli from private funding and contributions. She was actively involved in the alleviation of poverty in this area and during this time we both joined the UDF. N’Duli formed the basis of my further interest in local government.

I started to get involved in the politics of the struggle and joined a structure called MERGE. We had meetings once a month at the AME-Church in Athlone where the ANC, SACP and PAC were also represented. During these years, I was trying to find explosives to sabotage the highway bridges between Cape Town and Somerset West but Dullah Omar explained that the ANC is going to enter into negotiations with the government of that time.

I operated on my own to influence change in South Africa and also linked with the American Embassy and the American Consulate in the struggle years. I, however, always reported progress on matters to Dullah Omar. In those years, I officially worked as the Town Clerk of Albertinia Municipality and in 1991/1992 was the only Town Clerk in South Africa to be invited to the National Congress of the ANC at the University of the Western Cape. The then government of the day victimized my family and me on a regular basis (remotely).

Things started to change in our country. After 1994, I maintained a low profile – all I wanted was a democracy and equal opportunities for everyone in South Africa. It seems as if things did not work out the way we expected in South Africa. The economic empowerment of our society is of paramount importance in our country.

I became negative towards the ANC in Thabo Mbeki’s second term when the ANC allowed the previous racist National Party to join them. I resigned from the ANC and, to my disgrace, joined the DA in Grahamstown. I actually laughed at myself, realized that the DA is not for me, and resigned. I decided to withdraw from politics totally and focused on my legal practice. However, I always kept a strong relationship with the SACP. Comrade Nesi from National Parliament and Comrade Pierre Ranchhod from the ANC approached me to re-join the ANC and assist them to become successful in service delivery and economic growth on local level. I proudly re-joined the ANC and actively assisted on grass root level.

We have a wonderful country and we have the best government and policies in place – the opportunities in local communities are vast; all we need to do is to make it work!

It is simple! Implement a GIS System within the financial systems and start to measure the developmental parameters, for example the usage of water and electricity per head per household and you will be able to focus financial resources to stimulate economic growth and investment to develop economic growth in the exact areas where needed. Also focus on the intellectual property rights of the poorest of the poor and land for development and economic growth will follow.”


Although none of the above mentioned struggle credentials could be verified, JEF salutes Human for his bravery and willingness to come clean about the rot in Oudtshoorn. He apparently also drafted a comprehensive report on Kannaland that will be distributed soon.

While undertaking his investigations, and gathering evidence in both Oudtshoorn and Kannaland municipalities, Human suffered a setback when he had an emotional breakdown.

He was subsequently booked off for a few months. He has apparently returned to his work eagerly.
