E-Tolls, The Real Issue On The Table

 The real issue on the table, in my opinion, is the question of who the consumers are, of all used infrastructure and how revenues for said usage of infrastructure must be collected.

The fact is that all consumers, of any produced goods or services, are all collective consumers of all infrastructures.

The first point is that consumers who do not pay for infrastructure, is not a sustainable model.

So the point is not whether they must pay or not. All consumers must pay for usage of all infrastructures.

The real question is then, how they must pay, and with specific attention of the cost of collecting the revenues for the usage.

A vary import consideration is that all consumers’ usage is directly and indirectly, and it is indeed impossible to determine whether a user is directly, or indirectly a beneficiary of the usage of infrastructure. The government point that direct users must pay, is misleading, and lack proper research as to who the beneficiaries of the infrastructure is. 

Kindly reed: "I pencil" for an interesting journey into the world of integrated economy, production and consumption.

The point then is that we have to find, and use the most cost efficient way to collect revenue for usage of infrastructure.

On above point, the E-toll system clearly falls short in terms of our constitution, in relation to the mandate that cost effective means must be employed to collect revenues.  

Clearly the E-Toll system does not even remotely comply. It is too costly and cumbersome.

Fuel levies is simple, cheap and cost efficient. and at the same time fair, because every consumer, from every corner of our land, will pay proportionally for his usage of said infrastructure, yes the consumer in Katoo of bananas, or for the purpose of the argument, any consumer anywhere, of any product or services, are beneficiaries and contributors with fuel levies,  to all infrastructure. Indeed no tolling on any road is required, one fuel levy for all, is all we need.

Just as a matter of interest, for the very same reason no one will choose to do business with a bank with 5 times the cost of bank fees, compared to other banks with same services, will anyone consider the E-Toll system above a fuel levy.
