Limpopo MEC for local corporate governance does not understand the word concurrence

The previous Chief Financial Officer employed by the local council was expelled for some kind of minor misdemeanour, on the 08th January 2015, and the Director Corporate then in terms of a Council resolution appointed to act as Chief Financial Officer from such date, being paid the relevant acting allowance in terms of policy.

The Acting Chief Financial Officer then afforded in terms of the Council meeting being for a period of 3 months i.e. from the 08th January 2015 to 25th March 2015, and to which the Mpumalanga Party at the time exonerated themselves to any kind of maladministration, mismanagement, corruption and or irregular resolutions taken or implemented in this regard.

What is however of concern is that Province, whom has to confirm and concur to the Acting of the Manager Finance as Chief Financial Officer only concurred to it to be effective from March 2015 to May 2015, which is indeed contrary to Council resolution that the Manager Finance should with effect from 08th January 2015 act as Chief Financial Officer.

This contradictory then amounts that according to Council, the Acting CFO being paid from the 08th January 2015, but Province only concurring the Acting to being effective from May 2015 to June 2015. The amounts therefore paid in respect of January 2015 – February 2015, therefore being in direct contrast to the concurrence passed down from province, in essence therefore implying that the ‘Acting Chief Financial Officer (Manager) was overpaid for January 2015 to February 2015, and this overpayment should be refunded to Council, as it is contrary to Province occurrence.

Alternatively it can be concluded that Council, according to Province didn’t have a Chief Financial Officer or even one in an Acting Position for the period 08th January 2015 to February 2015!

What is indeed amazing is the fact that Council appears to have an abundance of ‘qualified, experienced and the relevant brains in its manpower component’ yet this kind of oversight being conveniently ignored, maybe because of the fact that someone is receiving an ex-gratia award for this obvious oversight.

Financial Officer, despite the concurrence period that Province identified as only being from March 2015 to May 2015, erroneously paid from 08th January 2015 to 28th February 2015 and are still being paid despite the fact that the concurrence is beyond the period as stipulated for an ‘Acting capacity’ and even beyond the concurrence date as set by Province in the matter and as a consequence ‘illegally’ being paid.

It appears that someone either in the Offices of the Elias Motsoaledi or that of the MEC for local corporate governance does not understand the word concurrence, which in essence means (assent, acquiesce [concede, accede] comply, consent, assent, accept, coincide, and coexist) as Council in its resolution tabled the acting for the period 08th January 2015 to 25th March 2015, yet the MEC in Province only concurring it to be from March 2015 to May 2015, which is in contradiction to the Council resolution, and amounts to chaos and the interpretation of correspondence either by Council or the MEC in the Province on concurrence dates. If the MEC for Cooperate Governance and The Mayor Elias Motsoaledi Local Council, who is in charge of Billions in the Province’s Budget, do not understand English, then someone should question their ability to be able to understand the English that is used.

Somewhere, someone, somebodies command of the English Language is lacking conspicuously!
