Mindless seriousness

The work place is at times defined by mindless seriousness, at least this is my experience in the South African workforce. 
mindlessness does not suppose that i am particularly wiser than others but somethings just don't make sense to me, for example there are leaders in an establishment that do not bother to share their vision, and therefore lead. with regards the above the worker is managed based on compliance to set outputs that at times mean nothing because they are mindless activities for the worker. 
the manager seriously imposes sanctions and extends approval to individuals that are essentially just doing only what she ( the manager) knows to be significant.  the seriousness of the manager is based on her position in a certain hierarchy, and the mindless devotion that the workforce places to this serious by meeting deadlines, arriving early, and attending to meeting request and compiling reports indicates that the manager's lack of vision sharing is actually making the entire work day mindlessly serious. 
 mindless seriousness produces intangible products and in light of recently announced austerities by the Ministry of Finance, and deductions that say that SA's economy is not growing we should then ask: "should there not be a change in work mode- one that would start from the top go to down to the bottom and come back up to the top?" 
i just think that when there is a purpose that drives workers you will have job satisfied individuals, less time to bicker and worry, but more time behind productivity, creativity and making the country a better place. but right now i think it is mostly mindless seriousness!!!!  I am still observing and might change my mind !!!
