Reason for Xenophobia and some solution for our immigrants ...

I have previously lived in Windsor (Randburg) and recently lived in Rossettenville and it is undeniable just how many people are not locals...
Imagine embracing the reality and doing something that would cater for them and allow government to benefit from them too?
Agreeing with me may depend on old you are but lets see what you think ....
Removing drugs from Windsor or Rossettenville /Turfontein is not going to happen, ever....  Spending money on police and doing raids do nothing but jam up our jails and create massive opportunity for bribes which also will not stop in a hurry..
We dont even have an Anti Drug unit in this Country so lets agree with me so far.
Let us create revenue from these people. Change the Zoning rights from residential to full business & residential.
Then remove the floor area ratio limits, Allow "Chocolate Blocking" , let these people use the full 500 m2 to 600 m2 of their land, allow room optimization, since these areas have massive room rental potential.
Creating business licenses can be a way forward. Instead of continual "red-Tape", rather change the thinking. Allow people to run shops from their house garage as many as want to. Sell licenses.
Those that want small coffee shops, allow them also, sell licenses to these people.
Create a new kind of Melville or what Melville used to be should I rather say, 
I would be even bolder to suggest that drug dealers need a license , Dammit, give them pharmaceutical licence I couldn't care, but please please, Lets make some money from these people, Let us stop pretending they are not here .
Prostitutes, sell licenses to these woman. If you dont, the pimps will continue and the solicitation will continue anyway..
We are carrying Millions of Immigrants and we not doing anything constructive about it. They are sending Billions home each and every year and we are not making money from  them. Tax them , tax them with licenses.
Solving our immigration is just as easy, If you Malawian or Zimbabwean or Nigerian , you need a license to roam and work here, need not cost too much,R 200 a year, one days work.
To conclude, It would be essential that a good part of the revenue returns to these very areas for inspectors and waste upgrades and Electricity upgrades. Cockroach and rat control etc etc,
Licenses for Pre schools and less "Red Tape" for new schools, 
I would rather have hundreds upon hundreds of newer smaller shops than these massive Spar's & Pick & Pays that do not offer fair prices and cannot compete with our smaller shops.
Take a ride one day , Dare to shop at one of these Spaza shops , see how much cheaper they are , they sell a near loaf for R5, I have never seen a "Friendly Spar" or checkers do that in the last 10 years !
We get ripped of by established business in SA and its probably the world trend but particularly over the last 10 years, we are getting ripped off by our friendly grocers..
Find the reason for Xenophobia? Local greedy shop owners, rich men and woman in our community are stirring our locals and creating the unrest..
There is no reason to ever want to burn a Spaza shop, especially if it is cheaper than the Spar ..
