Being referee and player at the same time in Elias Motsoaledi.


The MPAC (Municipal Public Accounts Committee) constituted to conduct an oversight role on the finances in reference to what prevails within the circumambient ambit of the Elias Motsoaledi Local Council has one of the most peculiar compositions that you can ever imagine it to be.

To actually be efficient and effective the most appropriate composition of the Committee would be to involve role players of opposition parties within it, whom would have been more judgemental on issues, yet within Elias Motsoaledi Local Council, and for that matter the MPAC the committee consists of exactly the same people, that share the same corner politically, to actually conduct investigation and ensure compliance by the Elias Motsoaledi Local Council to all statutory financial and accounting practice and procedures.

That the Committee would in any way find fault and criticise the manner in which Council conducts it administration and management of its finances is hardly unlikely.

Would players on the same team criticise one another? Would they be judgemental in any way? Would they acknowledge publicly that players are not doing what they are supposed to be doing? Would they be disloyal to players from their own team? All of which can emphatically be said – NO!

And exactly that is what prevails in reference to the MPAC and its relationship with Council.

Friendship, family relations, political affiliations, cronyism, and factionalism are what are the pivotal criteria that is considered as more important not to ‘shake the tree and allow the apples to fall on the ground!’ is what prevails.

It is indeed such a sad state of affairs as to how the ruling party will manipulate people into positions in order for it to ensure that whatever they do, and how they manage what is their mandated duties, is covered up and ‘swept under the carpet’ all of which have people being paid to do their job, but then the execution of what they are supposed to be doing lacks conspicuously as they are ‘schooled’ as to what and when to report by the ruling party, all of which is to conceal all of its wrongdoings.

It can therefore in closing be said that as for the Municipal Public Accounts Committee of the Elias Motsoaledi Local Council – it is a Committee on paper with absolutely no clout and or significance in actually doing a job that they are handsomely rewarded for, as always they are on the side of exactly those that they are suppose to judge!
