Too late...

It is not good management to wait for problems before addressing them.

Scenarios of potential problems have to be prepared in advance and measures taken to avoid them happening.
We can't wait to run out of power or water or food before taking action.

We cannot wait for machines to break before taking actions like the so called preventive and scheduled maintenance.

We cannot wait for the purchase of cars to realize that discretionary limits are necessary. etc. etc. etc.

Members of governments have no right to abuse of public funds as if there is no tomorrow.
