Johannesburg – It emerged on Wednesday that two South Africans allegedly paid $S10m (about R100m in 2010) in bribes to FIFA officials for the country to host the Soccer World Cup in that year.
News24 looks at how this money could have been spent to benefit South Africa in other ways.
1. Build 4 public schools. Steel maker Arcelor Mittal announced in 2009 that it would build 10 new schools over 7 years for R250m, equating to R25m per school.
2. Build 2 500 school libraries. According to an Equal Education report published in January 2010, it would cost around R400 000 to build a school library of 80m², at a cost of R5 000/m².
3. Employ 867 fully qualified school librarians for a year. Equal Education recommended in its 2010 report that a librarian with a three-year university degree in library and information science should be paid R115 276 per annum.
4. Employ 867 entry-level teachers for a year. According to the occupation specific dispensation, R115 276 is the stipulated per annum entry level salary for a teacher with a three-year undergraduate degree, Equal Education said in its 2010 report.
5. Employ about 360 police detectives. According to the SAPS’s 2013/14 annual report, detectives were compensated an average of R277 844 per annum.
6. Build 1 851 RDP houses at a cost of R54 000 per house. According to an article by the SA Press Association dated October 2011, quoting Gauteng housing department spokesperson Motsamai Motlhaolwa, this was the cost of an RDP house.
7. Pay 2% of the SA National Road Agency’s R41bn debt, the level it was at in 2013.
8. Employ 572 nurses at a median salary of R174 659 per annum.
9. Put about 73 000 people with HIV on one years’s supply of fixed-dose combination antiretroviral treatment, costing about R113.50 per month from the health department, according to 2012 figures on the Treatment Action Campaign’s website.
10. Buy 434 rhino. Betweeen January 2010 and 2014, SANParks sold 354 rhino for about R230 000 each, Environmental Affairs Minister Edna Molewa said in August 2014, in response to a parliamentary question.
