15:36 - The PP is very populist in her orientation and does not give the full picture, says Duarte.

Duarte: parliament and Chapter 9 institutions are there for protection of democracy, but neither is higher than Constitution or Parliament. PP's attitude is that she is higher than Parliament.

15:34 - The ANC's Jesse Duarte now addressing media.

15:33 - Mantashe says of PP's claim that a minister is dealing in drugs: If PP makes allegation that minister is dealing in drugs, she must go all the way and see who it was.

15:32 - Mantashe says the ANC wants the EFF to be robust and active in Parliament but not disruptive. Ironically the EFF is not disruptive in a number of provinces, the don't even wear overalls. Parliament is soft on them.

Mantashe: Why is there one Chapter 9 Institution that's above the Constitution, when the others all follow it?

This comes after the PP's office said in a statement on Monday:  "The Public Protector, advocate Thuli Madonsela, has noted with deep concern the extraordinary and unwarranted attacks on her person and office by the ANC, the office of its Chief Whip in Parliament, one of its alliance partners, and the leader of its women's league following the unfortunate leak and publishing of her confidential letter to President Jacob Zuma.

"Her reading of the public statements and comments attributed to these parties is that there is an attempt to interfere with the functioning of her office in violation of Section 181(4) of the Constitution."

15:28 - Mantashe: Ministerial report came first, later the PP report, and all these reports will continue causing confusion.

15:27 - Mantashe reply to my question if he believes EFF and PP are working together: I'm not insinuating, I'm observing. Anti-majoritarians are at work vs the ANC.

15:26 - Mantashe: If we are told in no uncertain terms who leaked the letter, the ANC can deal with that because it is serious allegation.

15:25 - A reporter has asked if Mantashe is insinuating that the PP is conspiring with the EFF after he said that she had written a letter on the same day as EFF disrupted Parliament.

15:24 - Mantashe: PP investigated a case that was probed by other institutions of state, so her's can't be the only report we talk about.

15:23 - These insinuations and allegations are meant to create suspicion, Mantashe says. ANC asks PP to reveal the name.

15:20 - Mantashe: At the heart of this programme (of the PP) is to discredit the ANC. This includes the allegation that senior ANC member leaked letter.

15:20 - The ANC SG says the PP is dealing with Nkandla as her personal project rather than an institutional project.

15:19 - Mantashe also addresses EFF disruption on Parliament: The ANC saw disruptions as an affront to democracy. Can't want more disruptions.

15:18 - ANC secretary general Gwede Mantashe is addressing reporters at Luthili House in Johannesburg. This is after a war of words with PP Thuli Madonsela who said an ANC member had leaked her letter to President Jacob Zuma.
