Residents from D, M, N, L and T sections said they were dissatisfied with the appointment of certain ANC councillors in various wards as well as the transference of wards to other sections, said police spokesperson Colonel Annelie Wrench.
Sixteen people have been arrested for public violence. No injuries have been reported.
"One foreign-owned shop was looted but the crowd was dispersed and the owner was warned to remove his stock," she said.
She said attempts to loot four more foreign-owned shops on Wednesday night were prevented by Public Order Policing.
Residents began protesting on Sunday night.
Wrench said police used rubber bullets and teargas to disperse the crowds.
