Were President Cyril Ramaphosa to succeed with his argument against arresting Russian President Vladimir Putin should he visit South Africa, it would create a category of people who are too hot to handle, writes Phillip de Wet.

Leaders in the ANC have long used the phrase "political solution" to suggest, with varying levels of subtlety, that some people should not be subject to the rules.

This kind of thinking came up when Julius Malema, then a hugely popular ANC youth leader, faced corruption allegations. Last year, former president Jacob Zuma's lawyers suggested it may be best if he gets his way, given the riots when he was sent to jail.
