Despite the fact that the City of Johannesburg places a massive 60% mark-up on the electricity it supplies to residents, Eskom has been forced to drag the City to court on an urgent basis over an unpaid bill of more than R1 billon.
In an affidavit before the Gauteng High Court in Johannesburg, Eskom's revenue management manager, Susan Smith, said that despite the company's "best efforts" to get the City to pay up, "the matter has reached a point where Eskom can simply no longer afford to accommodate the CoJ [City of Johannesburg] without harming its own business".
Eskom's urgent application is against the City and its electricity utility, City Power, the National Energy Regulator of SA (Nersa), as well as the National Treasury.
