Tea, coffee and scones – this is what the acting head of the Justice College in Pretoria, Neptune Masombuka, is allegedly demanding from staff although there is no budget for it.

The Justice College is a state academy within the Department of Justice and Constitutional Development, and among other things, offers training to court personnel like prosecutors, interpreters and state attorneys.
