The executive secretary of the Council for the Advancement of the SA Constitution (Casac), Lawson Naidoo, says unless the electoral system changes, the culture of Parliament will not change.

Naidoo was speaking on day two of the State Capture Commission Conference in Johannesburg on Thursday.

He touched on some of the incidents that made headlines, which includes recent disruptions at parliamentary proceedings by MPs, as well as criminal complaints filed by MPs evicted from the National Assembly who alleged they were assaulted.
