"A perfect storm" of state capture, poor governance and lack of political will to prosecute have brought transnational crime syndicates to our shores, experts say.
This, after it emerged this week that Israel's most wanted gang leader had apparently been in South Africa since 2007.
Willem Els, a senior training coordinator at the Transnational Threats and International Crimes Programme at the Institute for Security Studies, explained why South Africa was a perfect hiding place for Israeli fugitive Yaniv Yossi Ben Simon.
