The former municipal manager of the Maluti-a-Phofung Local Municipality, together with three officials of the council, are set to reappear in the Phuthaditjhaba Commercial Crimes Court on 8 March.
The suspects are Mokoana Robert Tsupa (former municipal manager), Abram Moratwe Mofokeng (chief financial officer), Nkgaudise Nelson Molefe (supply chain manager), Madikwana Wilfred Matjele (director of public safety) and Tefo Warnick Montsintsi (director of Zero Tolerance Security).
The men appeared in court in December after they had been busted regarding alleged fraud dating back to 2016. They were all released on bail of R10 000 each.
Phaladi Shuping, regional director of Public Prosecutions Free State, said the men faced charges for fraud, corruption and Contravention of the Municipal Finance Management Act.
“They are charged for defrauding the Maluti-a-Phofung Local Municipality of R691 000 in 2016 in payments towards security company Zero Tolerance Security,” said Shuping.
He said the suspect had allegedly colluded to facilitate unauthorised payment to Zero Tolerance Security.
“They were aware, at all times, that the municipality did not have any contract with the security company.
“Montsintsi, director of Zero Tolerance Security, submitted three invoices totalling R691 000 to the municipality on 23 September 2016 without his company rendering any services to the municipality.
“The money was transferred to the account of the security company on 11 October,” said Shuping.
