eNCA tweeted that up to 20 people have been arrested as the protest entered its fourth day on Wednesday.
The Cape Times reported that about 7 000 people took to the streets on Tuesday, demanding an end to electricity disconnections, among other grievances.
Petrol bombs were reportedly thrown at the police and stun grenades and rubber bullets were used to disperse the crowds.
Meanwhile, the Electoral Commission of SA (IEC) said a municipal by-election in Ward 13 would go ahead.
