Mudslides in California, Monticito, which is home to about 9000 people, has destroyed an estimated 100 houses, swept cars to the beach and left at least 17 victims dead.
A drenching storm triggered the disaster, after last month's fire destroyed several homes and vegetation.
Only an estimated 10 to 15% of residents fled when ordered to do so, and much of the damage occurred where evacuations were voluntary.
