More flood mitigation projects were parked than those completed, found Subcouncil 4. On Thursday 18 April, Subcouncil 4 discussed the flood mitigation projects in the Goodwood area. The focus was on the outcomes of the Elsieskraal Stormwater Management Plan and the steps to implement its recommendations.
The plan includes five small ad-hoc upgrades aimed at reducing flood risks:
- N1 City Mall Upgrade;
- Frans Conradie / Jakes Gerwel Upgrade;
- Wingfield Motors Upgrade;
- Voortrekker Road Upgrade and
- JG Meiring High School Upgrade.
While surveys have been completed for most of these upgrades, surveys for the Voortrekker Road and JG Meiring High School projects may be conducted if necessary. Records and Information Management (RIM) will handle the designs for these projects internally, but they are considered lower priority.
The Bloem Pond construction, part of the Wingfield Motors Upgrade, was finished in June 2023, marking the only completed project. Other Goodwood projects are on hold due to their lower priority in the Stormwater Management Plan (SWMP) and the disconnect between SWMP priorities and actual flooding data.
A separate R315 000 budget was allocated to a spin-off survey of the De Wet Street stormwater upgrades. This project was identified based on past flood incidents over recent financial years.
