While the Public Protector is set to clear President Cyril Ramaphosa of wrongdoing in the Phala Phala burglary scandal, according to a report circulated to affected parties on Friday for their comments, a series of questions remain.
The parties have 10 days to make submissions on the report before a final version is released to the public.
The report has set out the scope of the investigation and conclusions drawn by the Public Protector, who is required to provide the subjects of an investigation and the complainants an opportunity to make submissions before the report is finalised.
