President Cyril Ramaphosa said corruption was the greatest failure of post-democratic South Africa.
The president said that, after the country's citizens fought against a "corrupt apartheid system," they had been failed by the growing cost of corruption.
Corruption, he said, had seeped through every aspect of governance - national, provincial and local.
