Special Investigating Unit (SIU) head advocate Andy Mothibi says legislative changes are needed to tighten the process of appointing senior managers for state-linked companies and departments to help avoid corruption and state capture.
Mothibi said appointments to senior accounting officer positions should be merit-based. The SIU has investigated and continues to probe corruption linked to state capture.
Mothibi said he did not want to comment specifically on the implications of cadre deployment, a policy followed by the ANC, but he pointed to the dangers of senior managers being appointed without merit, leading to widespread corruption.
