A 10-year review report of the National Development Plan (NDP) shows the government has not only failed to deal with unemployment, poverty, and inequality, it is headed in the wrong direction, overtaken by policy incoherency and corruption.
This was the harsh reality of a wide-ranging review of the NDP by the National Planning Commission, a body appointed to oversee the government's adherence to economic and social targets.
The NDP was launched in 2012 and is the objective scene-setter to ensure the government uses its policies to drive societal change.
