The Department of Home Affairs' draft White Paper on Citizenship, Immigration and Refugee Protection unconstitutionally proposes to limit migrants' socio-economic rights and could foster xenophobia rather than curb it.
This is according to human rights and immigration organisations' scathing submissions on the White Paper.
Home Affairs Minister Aaron Motsoaledi introduced the policy framework in November. It proposes a radical overhaul of South Africa's citizenship, immigration, and refugee laws that will limit the rights of asylum seekers, reduce the benefits refugees enjoy, and make it more difficult for foreign nationals to get South African citizenship.
