The controversial clause in the draft General Intelligence Laws Amendment Bill (Gilab), which would have forced NGOs and religious bodies to be vetted by the spies, has been scrapped in the iteration of the bill finally introduced to Parliament.
The Cabinet approved the long-awaited Gilab in May.
Its intention is to give effect to the recommendations of the Presidential High-Level Review Panel on the State Security Agency (SSA), which was chaired by former minister Sydney Mufamadi, and the State Capture Commission, chaired by Chief Justice Raymond Zondo.
