While the State Security Agency (SSA) played a central role in state capture, a bill that seeks to reform South Africa's intelligence structure will declare the "theft and syphoning" of state financial resources and related corruption a threat to national security.
Recent events like state capture, the Covid-19 pandemic and the July 2021 unrest appear to have inspired actions that will be deemed threats to national security if the General Intelligence Laws Amendment Bill (GILAB) is passed.
GILAB, approved by the Cabinet in May, intends to give effect to the recommendations of the Presidential High-Level Review Panel on the State Security Agency (SSA), which was chaired by former minister Sydney Mufamadi, and the State Capture Commission, chaired by Chief Justice Raymond Zondo.
