Tshwane's City manager, Johan Mettler, sought to dispel perceptions that there was a targeted purge of senior managers.
On Monday, in a short statement, Mettler said it had come to his attention that municipality employees were of the view that there might be a "blacklist" targeting certain managers.
It followed the precautionary suspension of five senior officials in connection with the awarding of the Rooiwal tender to a company linked to controversial businessman Edwin Sodi.
